Chang'an University is directly under the administration of the Ministry of Education of China. It is among the first cohort of universities selected for the national "211 Project," a key initiative for developing high-quality universities, and has been included in the national "985 Innovation Platform for Advantageous Disciplines" as well as the "Double First-Class" initiative.The university was founded during the early years of the People's Republic of China, a time when the nation was rebuilding across all sectors. It grew amid the waves of reform and has flourished in the era of China's pursuit of excellence in higher education, developing in stride with the nation for over seven decades.The predecessor institutions of the university—Xi'an Highway University, Xi'an Engineering University, and Northwest Institute of Architectural Engineering—were established starting in 1951. The university began enrolling international students in 1956, launched its master's programs in 1978, and initiated doctoral programs in 1983. In 1997, it was selected as one of the first universities for the "211 Project."A significant milestone came in 2000, when the three predecessor institutions merged to form Chang'an University, marking the beginning of a new chapter in its leapfrog development. Since 2005, the Ministry of Education has successively signed joint development agreements with the Ministry of Transport, the People's Government of Shaanxi Province, the Ministry of Natural Resources (formerly the Ministry of Land and Resources), and the Ministry of Housing and Urban-Rural Development, establishing a collaborative framework known as "Four Ministries and One Province" to support the university's growth.In 2011, the university was selected for the "985 Innovation Platform for Advantageous Disciplines." It was included in the first round of the national "Double First-Class" initiative in 2017 and became a pilot unit for building China's strength in transport in 2021. In 2022, it was again selected for the second round of the "Double First-Class" initiative, embarking on a new journey of high-quality development.
